CHANDIGARH: The plan size for next fiscal 2008-09 is of Rs 6,210 crore and not Rs 6,224 crore as claimed by Punjab government soon after chief minister Parkash Singh Badal's meeting with deputy chairman of Planning Commission, Montek Singh Ahluwalia, on February 19 last, sources said on Sunday.

Incidentally, the same evening, PIB had issued a press release stating that the plan size for Punjab is Rs 6,210 crore. But when this discrepancy was brought to the notice of Punjab government officials, they had insisted that the plan size had been pegged at Rs 6,224 crore arguing that the figure was revealed to them by chief minister himself and they would take it up with Planning Commission officials for issuing an incorrect handout.
The issue was subsequently cleared by the Planning Commission revealing that final plan size was Rs 6,210 crore and not Rs 6,224 crore. Accordingly, they sent a written communication to Punjab government. However, Punjab government preferred not to issue any correction to this effect.
Admitting the faux pas, secretary planning, Satish Chandra explained that initially a plan size of Rs 6,204 crore including a provision of Rs 180 crore for additional central assistance (ACA) for projects of special interest to the state.
Later, Badal urged Ahluwalia to increase the ACA from Rs 180 crore to Rs 200 crore to which he readily agreed giving an erroneous impression that the plan size too had been increased to Rs 6,224 crore though the plan size had been increased only to Rs 6,210 crore.
The ACA is one-time grant offered for state-specific projects. Of the Rs 200 crore ACA for next fiscal, Punjab government would be spending a major portion to solve the problem of water logging in the southern districts of the state, safe drinking water for rural areas and EDUSAT projects, sources said.
